The Union Public Service Commission is the India’s central agency established under article 315 of constitution of India. UPSC provides for a Public Service Commission for the Union and every state. UPSC is one of the few institutions which function with both autonomy and freedom like higher judiciary and the Election Commission.

UPSC consists of a chairman and 10 members who are appointed by President of India. At least half of the members of the Commission must be Civil Servants having minimum ten years of experience in the civil services.

Important duties and role of the UPSC:

Following are the important functions UPSC performs.

  • UPSC conducts recruitment to services & posts under the Union through conducting competitive examinations and interviews. Recruitment can be direct recruitment, promotion or transfer.
  • It is also entrusted to advise government on matter related to recruitments and posts.
  • UPSC advises the Government on all matters pertaining to methods of recruitment to these services.
  • It also considers disciplinary cases related to different civil services.
  • UPSC handles miscellaneous matters relating to reimbursement of legal expenses and grant of extra ordinary pensions, etc.

Exams Conducted by UPSC:

UPSC conducts the Civil Services Examination, Indian Forest Service examination, Combined Defence Services Examination, National Defence Academy Examination, Naval Academy Examination, Combined Medical Services Examination, Engineering Services Examination, Special Class Railway Apprentice, Indian Economic Service/Indian Statistical Service Examination, Geo scientist and Geologist Examination and Central Armed Police Forces Examination.

Civil Services Examination:

The Civil Services Examination conducted by UPSC is a nationwide competitive examination and is the toughest examination in India. More than 900,000 candidates apply for it and success rate for the exam is hardly 0.1%-0.3% which is one of the lowest in the world.

An applicant must fulfill following criteria:

Eligibility: Only an Indian citizen can apply for it.

Education: Minimum qualification required is a degree from government recognized institute of India. Candidates who have appeared for final examination of their degree can also appear for the exam.

Age: Minimum age is 21 years and maximum is 32 years as on August 1 of the year of examination. For OBC the upper age limit is 35 and for SC and ST, it is 37 years. There is an age relaxation for physically handicapped people too.

Numbers of attempts: The number of time a candidate can appear for exam is 6 for general category, 9 for OBC and it is unlimited to SC/ST Candidates.

Exam Pattern:

  • The exam is conducted in two phases – a preliminary examination and a main examination. The entire process of the exam is about one year. The preliminary examination includes two papers, paper I is on general studies and paper II is of 23 optional subjects. Paper II of the preliminary examination is qualifying in nature i.e. it is not being graded for eligibility in Mains Examination. A candidate must secure at least 33% marks in order to be eligible for graded on basis of Marks of Paper I.
  • The mains exam comprises of written examination of nine papers, two considered for qualifying and seven considered for ranking.
  • Qualified members through these two stages have to appear for interview for further selection process. Finally result is announced and selected candidates have to undergo training.

Civil services examination is very prestigious examination and to get through it is considered as an honour. UPSC is very transparent in conducting this examination.
